KB 10290 -  Why does netsend start automatically when it’s set to manual?
 
We found that setting netsend to manually start is not persistent across restarts. The issue has been identified and will be fixed in a future release.  To work around this issue following a power cycle/reboot/restart use CLI/WebPAM to manually stop the netsend protocol.  For CLI:  swmgt –n netsent stop  For WebPAM Pro:  go to the  Software Management page.
