No. To use the Thunderbolt 3 ports on the top and back of your Mac Pro to connect displays, you must have at least one Radeon Pro MPX Module installed. If a Radeon Pro MPX Module isn't installed, the Thunderbolt 3 ports on your Mac Pro can be used only for data and power.
